The research behind this report began with the question: how well is the regulatory contract working in Hong Kong, Singapore, China and Malaysia? More specifically, do regulations help or harm the ability to do business in these markets? Which regulations are more helpful or less helpful and how can they be improved?

In January 2007, CFO Asia Research Services, in collaboration with the Association of Chartered Certified Accountants (ACCA), launched a research project asking senior finance executives to assess the impact of regulation on their ability to create shareholder value, defined as “the organization’s ability to deliver sustained, steady growth, in the share price and cash flow over the long term.”

The study examined whether finance executives in the region take a positive, negative or neutral view of regulation and its impact on their business. Do finance executives believe regulation is in the interest of the public and their shareholders? What can be done to improve the relationship between regulators and companies?

The report includes the findings of a survey of 176 senior finance executives and several in-depth interviews with finance executives, regulators and institutional investors.
