In January 2003, at
Beijing's Renmin University of
China, Mr. Zhang Wei Guo, Chief
Accountant of the China Securities
and Regulatory Commission, announced
that the commission planned to
borrow from the Sarbanes-Oxley
Act in the US. This was breaking
news to most people in or out
of the country, but not to those
who attended CFO Rising 2002,
where Mr. Zhang had already announced
this news. He had been one of
many highlights of last year's
program, which also saw the Assistant
Minister of Finance for the P.R.C.,
Ms. Feng Shuping, speaking to
the many CFOs and chief accountants
present on new accounting regulations.
We look set to have an even more
successful event in 2003. After
all, the Chinese government seems
determined to prove to cynics
that the country's growth is not
only sustainable, but can be achieved
through internationally acceptable
business practices. New rules
for the accounting profession
and CFOs are being drafted, and
2003 will begin to see how they
will make life harder for finance
managers. The CFO Rising conference
will remain the only dedicated
forum for senior corporate finance
managers in China to discuss the
challenges they face together.
